Yep, some employees are really difficult to retain. The point of this paper is a little bit old. Cos I wrote this paper 2 years ago.
Anyway, I know what you mean. In fact, a successful retention programme of any company is to analysis the need of their employees and then meet them within the compay's resource and ability in order to make the whole organization improving.
I have been doing a research at Erson&Young. They are conducting a pretty fabulous retention practice. Their employees always stay with the compay for a really long time. Because they have strong relations with other people in the company. They have their friends, their happiness, their aspiration, their future with the company. Just think twice, will they leave the compay for any purpose.

Thank you for your attention.
